Tanto \u00e9 que o levantamento destaca o Programa Nacional de Banda Larga (PNBL) no Brasil como um exemplo de iniciativa que deu certo. A UIT ressalta o trabalho intensivo com discuss\u00f5es e considera\u00e7\u00f5es que resultou na implementa\u00e7\u00e3o do projeto por decreto. &#8220;O Brasil \u00e9 um bom exemplo de um plano que recebeu grande apoio e ado\u00e7\u00e3o entre uma gama de diferentes setores atrav\u00e9s de consultas e negocia\u00e7\u00e3o, com excelentes resultados de mercado&#8221;, diz o texto.<\/p>\n<p>No entanto, a entidade considera que o PNBL ainda precisa constantes mudan\u00e7as, de acordo com as evolu\u00e7\u00f5es. &#8220;Apesar de ser neutro em tecnologias, o estudo identifica solu\u00e7\u00f5es para banda larga fixa e m\u00f3vel, assim como uma nova capacidade de sat\u00e9lite para endere\u00e7ar \u00e0s necessidades de popula\u00e7\u00f5es rurais e remotas&#8221;, afirma o texto. &#8220;Essas solu\u00e7\u00f5es deveriam atender \u00e0s demandas espec\u00edficas da popula\u00e7\u00e3o, incluindo aos que podem comprar um computador ou tablet, aos que possuem smartphones e mesmo aos (indiv\u00edduos) cuja \u00fanica possibilidade real\u00edstica de ter acesso \u00e0 banda larga \u00e9 indo a um telecentro comunit\u00e1rio&#8221;.<\/p>\n<p>Dentro do escopo abrangente de iniciativas \u00e0 universaliza\u00e7\u00e3o da UIT, o texto destaca as desonera\u00e7\u00f5es para equipamentos de infraestrutura de banda larga e smartphones, al\u00e9m de planos b\u00e1sicos de servi\u00e7o de banda larga fixa e m\u00f3vel dispon\u00edvel em todas as operadoras. &#8220;A Anatel introduziu uma s\u00e9rie de medidas estruturais, incluindo a competi\u00e7\u00e3o aberta no mercado de cabo; feriado regulat\u00f3rio para investimentos em fibra \u00f3tica; um requerimento para ofertas de refer\u00eancia no mercado varejista de players com poder de mercado significativo (PMS); assim como a promo\u00e7\u00e3o de Pontos de Troca de Tr\u00e1fego (PTT)&#8221;, diz a entidade.<\/p>\n<p><strong>Foco<\/strong><\/p>\n<p>As medidas mais adotadas s\u00e3o o fomento \u00e0 competi\u00e7\u00e3o e ao investimento, aloca\u00e7\u00e3o e atribui\u00e7\u00e3o de espectro, redu\u00e7\u00e3o de custos na implementa\u00e7\u00e3o de infraestrutura; modalidades de expans\u00e3o de core de rede; e pol\u00edticas para aumentar a disponibilidade de acesso inclusivo \u00e0 banda larga. De acordo com a entidade, os benef\u00edcios dos planos s\u00e3o mais prov\u00e1veis de serem atingidos em locais onde h\u00e1 parcerias fortes entre governo, ind\u00fastria e setores e onde os governos promovem uma abordagem de consulta participativa no processo de constru\u00e7\u00e3o de pol\u00edticas \u2013 como aconteceu no caso brasileiro com o PNBL.<\/p>\n<p>A UIT considera que os planos devem ser revisados regularmente para dar conta das din\u00e2micas do setor. &#8220;Revis\u00f5es a cada tr\u00eas a cinco anos s\u00e3o mais prov\u00e1veis.<\/p>\n<p>Fonte: (teletime)<\/p>\n<p style=\"color: #000000;
