{"id":4217,"date":"2013-07-02T16:35:00","date_gmt":"2013-07-02T19:35:00","guid":{"rendered":"http:\/\/www.etice.ce.gov.br\/2013\/07\/02\/134-paises-ja-contam-com-planos-nacionais-de-banda-larga-no-mundo\/"},"modified":"2013-07-02T16:35:00","modified_gmt":"2013-07-02T19:35:00","slug":"134-paises-ja-contam-com-planos-nacionais-de-banda-larga-no-mundo","status":"publish","type":"post","link":"https:\/\/www.ce.gov.br\/etice\/2013\/07\/02\/134-paises-ja-contam-com-planos-nacionais-de-banda-larga-no-mundo\/","title":{"rendered":"134 pa\u00edses j\u00e1 contam com planos nacionais de banda larga no mundo"},"content":{"rendered":"<p>A Uni\u00e3o Internacional de Telecomunica\u00e7\u00f5es (UIT) divulgou nesta segunda-feira, 1\u00ba de julho, um <a href=\"https:\/\/www.broadbandcommission.org\/documents\/reportNBP2013.pdf\" target=\"_blank\">estudo realizado<\/a> em conjunto com a Cisco e a Organiza\u00e7\u00e3o das Na\u00e7\u00f5es Unidas para a Educa\u00e7\u00e3o, a Ci\u00eancia e a Cultura (Unesco) ressaltando a import\u00e2ncia de iniciativas governamentais para a universaliza\u00e7\u00e3o de acesso banda larga. De acordo com o levantamento, no come\u00e7o de 2013, 134 pa\u00edses (ou 69,4%) tinham um plano, estrat\u00e9gia ou pol\u00edtica nacional j\u00e1 em a\u00e7\u00e3o para promover a banda larga, apenas um pa\u00eds a mais do que o registrado no ano passado. O estudo afirma que 12 na\u00e7\u00f5es, ou 6,2% do total, planejam introduzir medidas no futuro pr\u00f3ximo. No entanto, 24,4% de todos os pa\u00edses (47) n\u00e3o possuem nada disso.<\/p>\n<p>Para a UIT, as regi\u00f5es das Am\u00e9ricas e \u00c1sia-Pac\u00edfico s\u00e3o as &#8220;mais prov\u00e1veis&#8221; de terem um plano em combina\u00e7\u00e3o com a defini\u00e7\u00e3o de universaliza\u00e7\u00e3o de acesso e servi\u00e7o (UAS). Nos pa\u00edses em desenvolvimento a tend\u00eancia tem crescido, embora o estudo utilize dados desatualizados: em 2010 eram 99 (dois ter\u00e7os dos 144 pa\u00edses com essa defini\u00e7\u00e3o), sendo que 49 desses pa\u00edses inclu\u00edam acesso discado na defini\u00e7\u00e3o e apenas 36 inclu\u00edam banda larga em sua defini\u00e7\u00e3o de UAS.<\/p>\n<p>S\u00e3o 22 pa\u00edses nas Am\u00e9ricas com planos de banda larga nacional em 2013, ou pouco mais de 60%. Doze pa\u00edses ainda n\u00e3o possuem nenhum projeto do tipo, representando cerca de 30%. Os 10% restantes s\u00e3o de pa\u00edses que planejam a ado\u00e7\u00e3o dessas pol\u00edticas, embora a UIT n\u00e3o especifique exatamente quantos s\u00e3o. A regi\u00e3o com maior ado\u00e7\u00e3o de planos \u00e9 a Europa, tanto em propor\u00e7\u00e3o quanto em n\u00famero absoluto: 38 pa\u00edses, ou cerca de 90% da regi\u00e3o (apenas tr\u00eas pa\u00edses n\u00e3o possuem qualquer iniciativa do tipo). O n\u00famero de \u00f3rg\u00e3os reguladores como a Anatel no mundo tem continuado a crescer: em 2013 s\u00e3o 160 pa\u00edses, contra 152 em 2008 e 124 em 2002.<\/p>\n<p>O estudo da entidade sugere que um mercado competitivo est\u00e1 associado \u00e0 penetra\u00e7\u00e3o maior da banda larga, com muito maior impacto na penetra\u00e7\u00e3o da banda larga m\u00f3vel. &#8220;Mercados competitivos podem estar associado a n\u00edveis de 1,4% acima da m\u00e9dia para banda larga fixa e at\u00e9 26,5% acima da m\u00e9dia para banda larga m\u00f3vel&#8221;.<\/p>\n<p>Defini\u00e7\u00f5es abrangentes<\/p>\n<p>O estudo mostra a import\u00e2ncia da universaliza\u00e7\u00e3o do acesso \u00e0 banda larga, mas a pr\u00f3pria defini\u00e7\u00e3o de planos de banda larga \u00e9 abrangente. &#8220;Um plano \u00e9 uma declara\u00e7\u00e3o de vis\u00e3o clara para o desenvolvimento e futura evolu\u00e7\u00e3o da banda larga, tanto como setor em seu pr\u00f3prio direito e como considera\u00e7\u00e3o de seu relacionamento com outros setores&#8221;, afirma o documento. Isso implica que qualquer medida que incentive o mercado de telecomunica\u00e7\u00f5es seja encarada como plano. &#8220;O nome exato ou foco do plano ou framework de pol\u00edtica talvez n\u00e3o importem tanto quanto o suporte pol\u00edtico, apoiado por todos os setores, sua qualidade (incluindo identifica\u00e7\u00e3o clara e abrangente de pontos e prioridades relevantes) e implementa\u00e7\u00e3o&#8221;, declara a entidade.<\/p>\n<p>Fonte: (teletime)<\/p>\n<p style=\"color: #000000;
