O conselheiro Roberto Pinto Martins, em an\u00e1lise sobre a mat\u00e9ria apresentada nesta quinta, 11, ponderou que desde que a Anatel passou a analisar as quest\u00f5es de interfer\u00eancia da faixa na recep\u00e7\u00e3o da banda C, houve uma mudan\u00e7a de cen\u00e1rio com rela\u00e7\u00e3o a faixa. Al\u00e9m da quest\u00e3o da interfer\u00eancia, existe a necessidade de analisar a adequa\u00e7\u00e3o das tecnologias dispon\u00edveis aos projetos de inclus\u00e3o digital e tamb\u00e9m o acompanhamento dos estudos da UIT no sentido de utilizar a faixa para femtocel e outros dispositivos de pequeno alcance. Diante disso, concluiu Martins, &#8220;n\u00e3o se mostra mais oportuna a licita\u00e7\u00e3o nos moldes propostos e deve ter in\u00edcio novos procedimentos para sua licita\u00e7\u00e3o, e por isso proponho o arquivamento&#8221;. O conselheiro Rodrigo Zerbone pediu vistas da mat\u00e9ria, que acabou n\u00e3o sendo deliberada.<\/p>\n<p><strong>Hist\u00f3rico<\/strong><\/p>\n<p>A faixa de 3,5 GHz foi licitada no Brasil, em 2003, e algumas empresa, como a Neovia, passaram a operar banda larga na faixa, chegando a cerca de 130 mil usu\u00e1rios. Outras, contudo, como a Brasil Telecom (hoje Oi) e Embratel, que tamb\u00e9m adquiriram licen\u00e7as, nunca passaram da etapa de testes e opera\u00e7\u00f5es comerciais piloto. Em 2006, a Anatel abriu uma segunda licita\u00e7\u00e3o, mas que acabou sendo suspensa a pedido do Minist\u00e9rio das Comunica\u00e7\u00f5es, que questionava a formata\u00e7\u00e3o do leil\u00e3o, que excluia a participa\u00e7\u00e3o das concession\u00e1rias de telecomunica\u00e7\u00f5es e impunha obriga\u00e7\u00f5es de cobertura e reserva de mercado aos vencedores.<br \/>Em 2009, a Anatel pensou em retomar a licita\u00e7\u00e3o, mas ai surgiu a quest\u00e3o da interfer\u00eancia entre o servi\u00e7o de WiMax na faixa de 3,5 GHz e os servi\u00e7os de radiodifus\u00e3o, assunto que passou a ser analisado efetivamente a partir de 2011. Em 2012, o grupo de estudo concluiu a an\u00e1lise, mas a Anatel n\u00e3o divulgou os resultados do levantamento.<br \/>Recentemente, o pr\u00f3prio WiMax Forum parece ter jogado a toalha na quest\u00e3o do 3,5 GHz, e passou a priorizar uma agenda que buscava incentivar o uso da tecnologia para aplica\u00e7\u00f5es industriais na faixa de 2,5 GHz.<\/p>\n<p>Fonte: (teletime)<\/p>\n<p style=\"color: #000000;
