JUSTIFICATIVA<\/span><\/strong><\/span><\/span><\/p>\n<p class=\"western\" style=\"margin-top: 0.21cm; font-weight: normal; line-height: 115%;\" align=\"justify\"><span><span style=\"font-size: small;\"><span style=\"background: transparent;\">Apesar dos sistem\u00e1ticos investimentos feitos nos \u00faltimos anos pelo Governo do Estado do Cear\u00e1 no setor rodovi\u00e1rio, ainda se observa a necessidade de melhorias da sua infraestrutura de transporte, seja para integrar log\u00edsticas desse modal de transporte com o sistema ferrovi\u00e1rio para implanta\u00e7\u00e3o de grandes empreendimentos como a siderurgia e a refinaria do Pec\u00e9m, destinadas \u00e0s exporta\u00e7\u00f5es e importa\u00e7\u00f5es dos produtos ali gerados, seja para minimizar ocorr\u00eancias de acidentes rodovi\u00e1rios decorrentes da incompatibilidade geom\u00e9trica e estrutural do pavimento, etc. <\/span><\/span><\/span><\/p>\n<p class=\"western\" style=\"margin-top: 0.21cm; line-height: 115%;\" align=\"justify\"><span style=\"color: #000000;\"><span><span style=\"font-size: small;\"><span style=\"font-weight: normal;\"><span style=\"background: transparent;\">Para alcance desses objetivos fez-se necess\u00e1rio continuar com o processo de amplia\u00e7\u00e3o e renova\u00e7\u00e3o da malha rodovi\u00e1ria, atrav\u00e9s da adequa\u00e7\u00e3o de classe de rodovias, de forma a permitir a utiliza\u00e7\u00e3o de ve\u00edculos de grande porte nos principais corredores de transporte log\u00edstico do estado. Dessa forma, foi concebido o <\/span><\/span><\/span><\/span><\/span><span style=\"color: #000000;\"><span><span style=\"font-size: small;\"><strong><span style=\"background: transparent;\">Programa <\/span><\/strong><\/span><\/span><\/span><span style=\"color: #000000;\"><span><span style=\"font-size: small;\"><strong><span style=\"background: transparent;\">Vi\u00e1rio de Integra\u00e7\u00e3o e Log\u00edstica &#8211; line-height: 115%;\" align=\"justify\">\u00a0<\/p>\n<p class=\"western\" style=\"margin-top: 0.21cm; line-height: 115%;\" align=\"justify\"><span><span style=\"font-size: small;\"><strong><span style=\"background: transparent;\">2. OBJETIVOS<\/span><\/strong><\/span><\/span><\/p>\n<p class=\"western\" style=\"margin-top: 0.21cm; line-height: 115%;\" align=\"justify\"><span style=\"color: #000000;\"><span><span style=\"font-size: small;\"><strong><span style=\"background: transparent;\">Geral:<\/span><\/strong><\/span><\/span><\/span><span style=\"color: #000000;\"><span><span style=\"font-size: small;\"><span style=\"font-weight: normal;\"><span style=\"background: transparent;\"> Aumentar a competitividade e o desenvolvimento econ\u00f4mico e social sustent\u00e1vel do Estado.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p class=\"western\" style=\"margin-top: 0.21cm; line-height: 115%;\" align=\"justify\"><span><span style=\"font-size: small;\"><strong><span style=\"background: transparent;\">Espec\u00edficos:<\/span><\/strong><\/span><\/span><\/p>\n<ul>\n<li>\n<p class=\"western\" style=\"margin-top: 0.21cm; font-weight: normal; line-height: 115%;\" align=\"justify\"><span><span style=\"font-size: small;\"><span style=\"background: transparent;\">Melhorar \tas condi\u00e7\u00f5es de mobilidade e conectividade nos corredores \trodovi\u00e1rios estrat\u00e9gicos de integra\u00e7\u00e3o aos polos produtivos e a \toutros modos de transporte;<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p class=\"western\" style=\"margin-top: 0.21cm; font-weight: normal; line-height: 115%;\" align=\"justify\"><span><span style=\"font-size: small;\"><span style=\"background: transparent;\">Facilitar \to escoamento da produ\u00e7\u00e3o;<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p class=\"western\" style=\"margin-top: 0.21cm; font-weight: normal; line-height: 115%;\" align=\"justify\"><span><span style=\"font-size: small;\"><span style=\"background: transparent;\">Reduzir \tos custos operacionais de ve\u00edculos, com redu\u00e7\u00e3o dos tempos de \tviagem dos usu\u00e1rios nos segmentos a serem pavimentados ou \tmelhorados, <\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p class=\"western\" style=\"margin-top: 0.21cm; font-weight: normal; line-height: 115%;\" align=\"justify\"><span><span style=\"font-size: small;\"><span style=\"background: transparent;\">Melhorar \tas condi\u00e7\u00f5es f\u00edsicas e operacionais da infraestrutura de \ttransporte e log\u00edstica, atrav\u00e9s, inclusive, do alargamento da \tplataforma de alguns corredores;<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p class=\"western\" style=\"margin-top: 0.21cm; font-weight: normal; line-height: 115%;\" align=\"justify\"><span><span style=\"font-size: small;\"><span style=\"background: transparent;\">Melhorar \to planejamento e gest\u00e3o das rodovias estaduais.<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p class=\"western\" style=\"margin-top: 0.21cm; font-weight: normal; line-height: 115%;\" align=\"justify\"><span><span style=\"font-size: small;\"><span style=\"background: transparent;\">Melhorar \ta seguran\u00e7a vi\u00e1ria na malha rodovi\u00e1ria estadual;<\/span><\/span><\/span><\/p>\n<\/li>\n<li>\n<p class=\"western\" style=\"margin-top: 0.21cm; font-weight: normal; line-height: 115%;\" align=\"justify\"><span><span style=\"font-size: small;\"><span style=\"background: transparent;\">Fortalecer \tinstitucionalmente o DER, atrav\u00e9s do desenvolvimento do Plano \tEstadual de Log\u00edstica de Transporte (PELT) e da capacita\u00e7\u00e3o de \tservidores do \u00d3rg\u00e3o.<\/span><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p class=\"western\" style=\"margin-top: 0.21cm; line-height: 115%;\" align=\"justify\">\u00a0<\/p>\n<p class=\"western\" style=\"margin-top: 0.21cm; line-height: 115%;\" align=\"justify\"><span><span style=\"font-size: small;\"><strong><span style=\"background: transparent;\">3. A\u00c7\u00d5ES PREVISTAS (METAS)<\/span><\/strong><\/span><\/span><\/p>\n<p class=\"western\" style=\"margin-top: 0.21cm; font-weight: normal; line-height: 100%;\" align=\"justify\"><span style=\"background: transparent;\"> <span><span style=\"font-size: small;\">a.
